No, we have no such rules.
The Bangalore Municipal Corporation had tried to bring a rule that limits the number of pets per apartment but I do not think it has passed. The same happened in Pune.
Many people who are animal rescuers or foster carers will obviously have more pets in their home than the average person (animal shelters are always full). He should not have been evicted nor was any action taken against him to save his life.
But the most important thing is that if you live in an apartment, please run fingers for small dogs, big dogs such as lab, German Shepherd, or similar category. A lot of space is required to run and play unless you have a 3000 sq ft apartment with terrace, please do not get large breeds. Often such apartment dogs will develop orthopaedics, depression etc. in 4-5 years.
Please get a small dog if you are living in an apartment. Register him and check with your society, even society has rules about keeping pets.
Breeds of dogs are not restricted in India. The number is not limited yet. There are some municipal laws which differ from one state to another. Those laws are not enforced because it is talked about coming up with a similar law for pet owners.
